  "text": "This Regulation applies to:\n(1) selection, training and deployment of EU Aid Volunteers to support and complement humanitarian aid in third countries;\n(2) actions that support, promote and prepare the deployment of EU Aid Volunteers to support and complement humanitarian aid in third countries;\n(3) actions inside and outside the Union aimed at building the hosting organisations' capacity for humanitarian aid in third countries.",
