  "text": "1. Evaluations shall be carried out by internal or external experts that are functionally independent of the authorities responsible for programme implementation. All evaluations shall be made public.\n2. The participating countries shall jointly carry out an ex ante evaluation in accordance with Article 55 of Regulation (EU) No 1303/2013.\n3. Article 56 of Regulation (EU) No 1303/2013 concerning evaluation during the programming period shall apply.\n4. Article 57 of Regulation (EU) No 1303/2013 concerning evaluation ex post shall apply.",
