  "heading": "The voting rights in the Governing Board shall be distributed as follows:",
  "text": "(a) 1/3 for the private members collectively;\n(b) 1/3 for the Commission; and\n(c) 1/3 for the ECSEL Participating States collectively.\nThe members shall make every effort to achieve consensus. Failing consensus, the Governing Board shall take its decisions by a majority of at least 75 % of all votes, including the votes of the members who are absent.",
