  "text": "1. The Treasury may make regulations for the purposes specified in Part 1 of Schedule 3 to this Regulation.\n2. The FCA may make technical standards for the purposes set out in Part 2 of Schedule 3 to this Regulation.\n3. The FCA may make technical standards for the purposes set out in Part 3 of Schedule 3 to this Regulation applying to authorised persons who are not PRA-authorised persons.\n4. The PRA may make technical standards for the purposes set out in Part 3 of Schedule 3 to this Regulation applying to authorised persons who are PRA-authorised persons.\n5. For the purposes of this Article—\n“authorised persons” has the meaning given in section 31(2) of FSMA;\n“PRA-authorised person” has the meaning given in section 2B(5) of FSMA.",
