# Commission Implementing Regulation (EU) No 901/2014 of 18 July 2014 implementing Regulation (EU) No 168/2013 of the European Parliament and of the Council with regard to the administrative requirements for the approval and market surveillance of two- or three-wheel vehicles and quadricycles (Text with EEA relevance), Article 12: Template and numbering system for the certificate for the placing on the market and entry into service of parts or equipment which may pose a serious risk to the correct functioning of essential systems

Approval authorities shall issue the certificate for the placing on the market and entry into service of parts or equipment which may pose a serious risk to the correct functioning of systems that are essential for the safety of the vehicle or for its environmental performance referred to in Article 51(2) of Regulation (EU) No 168/2013 on the basis of the template and in accordance with the numbering system set out in Annex IX to this Regulation.
