# Commission Implementing Regulation (EU) 2015/1831 of 7 October 2015 laying down rules for application of Regulation (EU) No 1144/2014 of the European Parliament and of the Council on information provision and promotion measures concerning agricultural products implemented in the internal market and in the third countries, Article 13: Payment of the advance

Extent: E+W+S+N.I.

1. Within 30 days from the date that the contract referred to in Article 10 has been signed, the proposing organisation may submit an application for an advance payment to the relevant authority, together with the security provided for in paragraph 2 of this Article.
2. The advance shall be paid on condition that the proposing organisation has lodged a security equal to the amount of that advance in favour of the relevant authority in accordance with Chapter IV of Commission Delegated Regulation (EU) No 907/2014.
3. An advance payment shall amount to no more than 20 % of the relevant authority's maximum ... financial contribution, as referred to in Article 15 of Regulation (EU) No 1144/2014.
4. The relevant authority shall make payment of an advance either within 30 days from the date of the receipt of the security provided for in paragraph 2 or within 30 days from the date which is 10 days before the starting date of the implementation of the programme, whichever is the latest.
5. The advance shall be cleared at payment of the balance.
