  "text": "This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.\nHowever, Article 1(2) and (3) shall apply from the date of publication by the Commission in the Official Journal of the European Union of a communication on the entry into force of the Doha Amendment to the Kyoto Protocol.",
