  "heading": "Movement certificates EUR.1 issued retrospectively(Article 64(1) of the Code)",
  "text": "1. By way of derogation from Article 114(10), a movement certificate EUR.1 may exceptionally be issued after exportation of the products to which it relates if either of the following conditions are fulfilled:\n(a) it was not issued at the time of exportation because of errors or involuntary omissions or special circumstances; or\n(b) it is demonstrated to the satisfaction of the competent authorities that a movement certificate EUR.1 was issued but was not accepted at importation for technical reasons.\n2. The competent authorities may issue a movement certificate EUR.1 retrospectively only after verifying that the information supplied in the exporter’s application agrees with that in the corresponding export file and that a movement certificate EUR.1 satisfying the provisions of this Subsection was not issued when the products in question were exported.\n3.
