  "text": "Council Implementing Regulation (EU) 2015/2454\nof 23 December 2015\nimplementing Article 17(1) and (3) of Regulation (EU) No 224/2014 concerning restrictive measures in view of the situation in the Central African Republic\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) No 224/2014 of 10 March 2014 concerning restrictive measures in view of the situation in the Central African Republic, and in particular Article 17(1) and (3) thereof,\nHaving regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 10 March 2014, the Council adopted Regulation (EU) No 224/2014.\n(2)\nOn 20 October 2015, the United Nations Security Council Committee, established pursuant to United Nations Security Council Resolution 2127 (2013) (‘the Sanctions Committee’), updated the identifying information concerning one individual on its sanctions list.\n(3)\nOn 17 December 2015, the Sanctions Committee added two persons to the list of persons and entities subject to the restrictive measures.\n(4)\nAnnex I to Regulation (EU) No 224/2014 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
