  "text": "Manufacturers concerned by Article 53(1) of Regulation (EU) No 167/2013 applying for EU type-approval shall provide the approval authority with a certificate on access to vehicle OBD and vehicle repair and maintenance information in accordance with Article 53(8) of that Regulation on the basis of the template set out in Annex II to this Regulation.",
