  "text": "Where the Union's interests so require, the Commission may, at the request of a Member State or on its own initiative, if the situation referred to in Article 13(1) is likely to arise:\nlimit the period of validity of any surveillance document required,\nmake the issue of that document subject to certain conditions and, as an exceptional measure, subject to the insertion of a revocation clause.",
