  "text": "This Regulation shall not preclude the application of:\n(a) any special rules laid down in agreements concluded between the Union and third countries;\n(b) the Union Regulations in the agricultural sector and Council Regulations (EC) No 1667/2006, (EC) No 614/2009 and (EC) No 1216/2009. This Regulation shall operate by way of complement to those Regulations and in derogation from any provisions thereof which preclude the application of anti-dumping duties;\n(c) special measures, provided that such action does not run counter to obligations under the General Agreement on Tariffs and Trade 1994.",
