  "text": "Neighbouring developing countries\nFor the implementation of Article 6(13) of this Annex, the expression ‘neighbouring developing country belonging to a coherent geographical entity’ shall refer to the following list of countries:\nAfrica:\nAlgeria, Egypt, Libya, Morocco, Tunisia;\nCaribbean:\nColombia, Costa Rica, Cuba, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Venezuela.",
