  "text": "1. The HVDC system owner shall ensure that the reactive power of its HVDC converter station exchanged with the network at the connection point is limited to values specified by the relevant system operator in coordination with the relevant TSO.\n2. The reactive power variation caused by the reactive power control mode operation of the HVDC converter Station, referred to in Article 22(1), shall not result in a voltage step exceeding the allowed value at the connection point. The relevant system operator, in coordination with the relevant TSO, shall specify this maximum tolerable voltage step value.",
