  "heading": "Scope",
  "text": "1. This Regulation applies to all engines falling within the categories set out in Article 4(1) which are installed in or are intended to be installed in non-road mobile machinery and, insofar as the emission limits for gaseous and particulate pollutants from those engines are concerned, to such non-road mobile machinery.\n2. This Regulation does not apply to engines for:\n(a) the propulsion of vehicles referred to in Article 2(1) of Directive 2007/46/EC of the European Parliament and of the Council;\n(b) the propulsion of agricultural and forestry tractors as defined in point (8) of Article 3 of Regulation (EU) No 167/2013;\n(c) the propulsion of vehicles referred to in Article 2(1) of Regulation (EU) No 168/2013 of the European Parliament and of the Council;\n(d) stationary machinery;\n(e) sea-going vessels requiring a valid maritime navigation or safety certificate;\n(f) craft as defined in Directive (EU) 2016/1629 of the European Parliament and of the Council and not falling within its scope;\n(g) the propulsion or auxiliary purposes of inland waterway vessels of a net power of less than 19 kW;\n(h) watercraft as defined in point (1) of Article 3 of Directive 2013/53/EU of the European Parliament and of the Council;\n(i) aircraft as defined in point (a) of Article 2 of Commission Regulation (EU) No 1321/2014;\n(j) recreational vehicles, except snowmobiles, all-terrain vehicles and side-by-side vehicles;\n(k) vehicles and machinery exclusively used or intended to be exclusively used in competitions;\n(l) portable fire-fighting pumps as defined and covered by the European standard on portable fire-fighting pumps;\n(m) reduced-scale models or reduced-scale replicas of vehicles or machinery manufactured, for recreational purposes, to a smaller scale than the original and having a net power of less than 19 kW.",
