  "text": "Council Implementing Regulation (EU) 2016/276\nof 25 February 2016\nimplementing Article 8a(1) of Regulation (EC) No 765/2006 concerning restrictive measures in respect of Belarus\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EC) No 765/2006 of 18 May 2006 concerning restrictive measures in respect of Belarus, and in particular Article 8a(1) thereof,\nHaving regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 18 May 2006, the Council adopted Regulation (EC) No 765/2006.\n(2)\nOn 25 February 2016, the Council adopted Decision (CFSP) 2016/280 amending Decision 2012/642/CFSP concerning restrictive measures against Belarus, extending the application of the restrictive measures until 28 February 2017 and amending Annex I and deleting Annex II to that Decision.\n(3)\nAnnex I to Regulation (EC) No 765/2006 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
