Annex II Frequency of occurrence of serious infringements

  1. 1The serious (SI) and very serious (VSI) infringements listed in Annex I, when committed repeatedly shall be regarded as more serious by the competent authority .... When calculating the frequency of occurrence of repeated infringements the competent authority shall take into account the following factors:
