  "text": "Commission Implementing Regulation (EU) 2016/557\nof 7 April 2016\namending Council Regulation (EC) No 2368/2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds\nTHE EUROPEAN COMMISSION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EC) No 2368/2002 of 20 December 2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds, and in particular Article 20 thereof,\nWhereas:\n(1)\nAnnex II to Regulation (EC) No 2368/2002 lists the participants in the Kimberley Process (KP) certification scheme and their duly appointed competent authorities.\n(2)\nOn 20 July 2015, the KP Chair issued a notice regarding the adoption of the Administrative Decision on Resumption of Exports of Rough Diamonds from the Central African Republic. KP Participants and Observers reached an understanding that the Central African Republic may commence exports of rough diamonds upon full implementation of the Operational Framework set out in the Annex of the Administrative Decision.\n(3)\nAnnex II to Regulation (EC) No 2368/2002 should be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
