  "text": "Council Implementing Regulation (EU) 2016/620\nof 21 April 2016\nimplementing Article 2(3) of Regulation (EC) No 2580/2001 on specific restrictive measures directed against certain persons and entities with a view to combating terrorism, and amending Implementing Regulation (EU) 2015/2425\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EC) No 2580/2001 of 27 December 2001 on specific restrictive measures directed against certain persons and entities with a view to combating terrorism, and in particular Article 2(3) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 21 December 2015, the Council adopted Implementing Regulation (EU) 2015/2425 implementing Article 2(3) of Regulation (EC) No 2580/2001, establishing an updated list of persons, groups and entities to which Regulation (EC) No 2580/2001 applies (‘the list’).\n(2)\nThe Council has determined that there are no longer grounds for keeping one entity on the list.\n(3)\nThe list should therefore be updated accordingly,\nHAS ADOPTED THIS REGULATION:",
