  "text": "This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.\nMember States shall apply this Regulation at the latest 15 months after the adoption of the further technical specifications referred to in Article 2 of Regulation (EC) No 1683/95.",
