  "text": "In developing the preventive action plan and the emergency plan the Secretary of State shall consider the contribution of the following indicative and non-exhaustive list of measures only in the event of an emergency:\n(a)supply-side measures:\nuse of strategic gas storage,\nenforced use of stocks of alternative fuels ... ,\nenforced use of electricity generated from sources other than gas,\nenforced increase of gas production levels,\nenforced storage withdrawal;\n(b)demand-side measures:\nvarious steps of compulsory demand reduction including:\nenforced fuel switching,\nenforced utilisation of interruptible contracts, where not fully utilised as part of market-based measures,\nenforced firm load shedding.",
