  "heading": "Authorisation to large-scale pelagic longline vessels to tranship in the ICCAT Convention area",
  "text": "1. A fisheries administration must issue authorisations, in accordance with the provisions of a Regulation of the European Parliament and of the Council on the sustainable management of external fishing fleets, to large-scale pelagic longline vessels in its fleet to tranship at sea.\n2. A fisheries administration must submit to the ICCAT Secretariat, at the time of authorisation, the lists of large-scale pelagic longline vessels authorised pursuant to paragraph 1. ...\n3. A fisheries administration must promptly notify the ICCAT Secretariat of any addition to, any deletion from or any modification to, their lists of large-scale pelagic longline vessels authorised to tranship at sea. ...\n4. The notification referred to in paragraphs 2 and 3 shall reflect the format and layout established by the ICCAT Secretariat and shall include the following information:\nname of vessel, register number,\nICCAT record number,\ntime period authorised for transhipping at sea,\nflag(s), name(s) and register number(s) of the carrier vessel(s) authorised for use by the large-scale pelagic longline vessel(s).",
