  "text": "Council Implementing Regulation (EU) 2017/2153\nof 20 November 2017\nimplementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, and in particular Article 14(1) thereof,\nHaving regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 17 March 2014, the Council adopted Regulation (EU) No 269/2014.\n(2)\nFollowing the organisation by the Russian Federation of gubernatorial elections in the illegally annexed city of Sevastopol on 10 September 2017, the Council considers that one person should be added to the list of persons, entities and bodies subject to restrictive measures as set out in the Annex I to Regulation (EU) No 269/2014.\n(3)\nAnnex I to Regulation (EU) No 269/2014 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
