# Commission Regulation (EU) 2017/2400 of 12 December 2017 implementing Regulation (EC) No 595/2009 of the European Parliament and of the Council as regards the determination of the CO2 emissions and fuel consumption of heavy-duty vehicles and amending Directive 2007/46/EC of the European Parliament and of the Council and Commission Regulation (EU) No 582/2011 (Text with EEA relevance), Article 2: Scope

Extent: E+W+S+N.I.

1. Subject to the second paragraph of Article 4, this Regulation shall apply to vehicles of category N2, as defined in Article 4 of Regulation (EU) 2018/858, with a technically permissible maximum laden mass exceeding 7 500 kg and to all vehicles of category N3, as defined in that Annex.
2. In case of multi-stage type-approvals or individual approvals of vehicles referred to in paragraph 1, this Regulation shall apply only to base vehicles equipped at least with a chassis, engine, transmission, axles and tyres.
3. This Regulation shall not apply to off-road vehicles, special purpose vehicles and off road special purpose vehicles as defined, respectively, in points 2.1., 2.2. and 2.3. of Part A of Annex I to Regulation (EU) 2018/858.
