  "text": "Council Implementing Regulation (EU) 2017/489\nof 21 March 2017\nimplementing Article 21(5) of Regulation (EU) 2016/44 concerning restrictive measures in view of the situation in Libya\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) 2016/44 of 18 January 2016 concerning restrictive measures in view of the situation in Libya and repealing Regulation (EU) No 204/2011, and in particular Article 21(5) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 18 January 2016 the Council adopted Regulation (EU) 2016/44.\n(2)\nOn 11 November 2016 and 6 January 2017 the United Nations Security Council Committee established pursuant to United Nations Security Council Resolution 1970 (2011) updated the information relating to 15 persons and two entities subject to restrictive measures.\n(3)\nAnnexes II and VI to Regulation (EU) 2016/44 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
