  1. 8.1Design contests shall be subject to the rules on advertising set out in point 2 and may include the award of prizes.
  2. 8.2The jury shall be appointed by the authorising officer responsible. It shall be composed exclusively of natural persons who are independent of candidates in the contest. Where a particular professional qualification is required from candidates in a contest, at least one third of the members of the jury shall have the same or an equivalent qualification.
  3. 8.3The proposals of the jury, based on the merits of each project, and its ranking and remarks, shall be recorded in a report signed by its members.
