  "text": "The Commission shall, in close cooperation with the Member States and the relevant Union agencies, make available a practical handbook, which shall contain guidelines, recommendations and best practices for the implementation of this Regulation. The practical handbook shall take into account relevant existing handbooks. The Commission shall adopt the practical handbook in the form of a recommendation.",
