  "text": "Council Implementing Regulation (EU) 2018/1604\nof 25 October 2018\nimplementing Regulation (EU) No 1284/2009 imposing certain specific restrictive measures in respect of the Republic of Guinea\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) No 1284/2009 of 22 December 2009 imposing certain specific restrictive measures in respect of the Republic of Guinea, and in particular Article 15a(4) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 22 December 2009, the Council adopted Regulation (EU) No 1284/2009.\n(2)\nThe information concerning the military rank of two of the persons listed in Annex II to Regulation (EU) No 1284/2009 should be updated.\n(3)\nRegulation (EU) No 1284/2009 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
