  "text": "Council Implementing Regulation (EU) 2018/1653\nof 6 November 2018\nimplementing Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) 2017/2063 of 13 November 2017 concerning restrictive measures in view of the situation in Venezuela, and in particular Article 17(1) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 13 November 2017, the Council adopted Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela.\n(2)\nThe statement of reasons for one person listed in Annex IV to Regulation (EU) 2017/2063 should be amended.\n(3)\nAnnex IV to Regulation (EU) 2017/2063 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
