  "text": "Council Implementing Regulation (EU) 2018/1929\nof 10 December 2018\nimplementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, and in particular Article 14(1) thereof,\nHaving regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 17 March 2014, the Council adopted Regulation (EU) No 269/2014.\n(2)\nFollowing the organisation, on 11 November 2018, of so-called ‘elections’ in the so-called ‘Donetsk People's Republic’ and ‘Luhansk People's Republic’, the Council considers that nine persons should be added to the list of persons, entities and bodies subject to restrictive measures as set out in Annex I to Regulation (EU) No 269/2014.\n(3)\nAnnex I to Regulation (EU) No 269/2014 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
