  "text": "Council Implementing Regulation (EU) 2018/88\nof 22 January 2018\nimplementing Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) 2017/2063 of 13 November 2017 concerning restrictive measures in view of the situation in Venezuela, and in particular Article 17(1) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 13 November 2017 the Council adopted Regulation (EU) 2017/2063.\n(2)\nOn 13 November 2017 the Council adopted conclusions on Venezuela, reaffirming that constructive dialogue and negotiation are the only sustainable way to address the current crisis and to respond to the pressing needs of the people of Venezuela.\n(3)\nThe Council, underscoring its concerns with regard to the situation in the country, adopted restrictive measures and noted that those measures would be used in a gradual and flexible manner and could be expanded, by targeting those involved in the non-respect of democratic principles or the rule of law and the violation of human rights.\n(4)\nIn view of the continuing deterioration of the situation in Venezuela, seven persons should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures in Annex IV to Regulation (EU) 2017/2063.\n(5)\nAnnex IV to Regulation (EU) 2017/2063 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
