  "text": "For the purposes of this Regulation, “appropriate authority” means—\n(a)in relation to England, the Secretary of State;\n(b)in relation to Scotland—\n(i)the Scottish Ministers; or\n(ii)where the Scottish Ministers consent, the Secretary of State;\n(c)in relation to Wales—\n(i)the Welsh Ministers; or\n(ii)where the Welsh Ministers consent, the Secretary of State.",
