  "text": "Council Implementing Regulation (EU) 2019/1169\nof 8 July 2019\nimplementing Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) 2017/2063 of 13 November 2017 concerning restrictive measures in view of the situation in Venezuela, and in particular Article 17(1) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 13 November 2017 the Council adopted Regulation (EU) 2017/2063.\n(2)\nThe statement of reasons for three persons listed in Annex IV to Regulation (EU) 2017/2063 should be updated, and the gender of all persons listed in that Annex should be included in the identifying information.\n(3)\nAnnex IV to Regulation (EU) 2017/2063 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
