  "text": "This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.\nIt shall apply from 1 November 2019.\nHowever, it shall not apply if Union law continues to apply to and in the United Kingdom of Great Britain and Northern Ireland on that date.",
