  "heading": "Scrutiny procedure",
  "text": "1. If an admissible application does not meet the conditions laid down in Subsection 2 of Section 2 of Chapter I of Title II of Part II of Regulation (EU) No 1308/2013, the Secretary of State shall inform the applicant or authorities of the third country , where relevant, of the grounds for refusal, setting a deadline for the withdrawal or modification of the application or for the submission of comments.\nIf, following that information, substantial modifications are made to the product specification, a new version of the single document , where relevant, and a consolidated version of the proposed product specification must be submitted to the Secretary of State.\n2. If the obstacles to the conferral of protection are not remedied by the applicant or third-country authorities ... within the given deadline, the Secretary of State shall reject the application in accordance with Article 97(4) of Regulation (EU) No 1308/2013.\n3. Any decision to reject the application concerned shall be taken by the Secretary of State on the basis of the documents and information available to the Secretary of State. The Secretary of State shall notify the applicant or the third-country authorities , as relevant, of the decision to reject the application.",
