  "text": "1. This Regulation establishes a system of certification of entities in charge of maintenance (‘ECM certificate’) including the maintenance functions described in Article 14(3) of Directive (EU) 2016/798.\n2. It applies to all vehicles, and introduces the possibility for certification of outsourced maintenance functions.\n3. This Regulation sets out the requirements to be met by the entities in charge of maintenance concerning the management of safety-critical components.",
