  "text": "Council Implementing Regulation (EU) 2019/84\nof 21 January 2019\nimplementing Regulation (EU) 2018/1542 concerning restrictive measures against the proliferation and use of chemical weapons\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EU) 2018/1542 of 15 October 2018 concerning restrictive measures against the proliferation and use of chemical weapons, and in particular Article 12 thereof,\nHaving regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 15 October 2018, the Council adopted Regulation (EU) 2018/1542.\n(2)\nIn view of the continued threat posed by the proliferation and use of chemical weapons, nine persons and one entity should be added to the list of natural and legal persons, entities and bodies in Annex I to Regulation (EU) 2018/1542.\n(3)\nAnnex I to Regulation (EU) 2018/1542 should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
