  "text": "1. ... The Secretary of State may carry out a resource adequacy assessment pursuant to Article 24.\n2. Where a resource adequacy assessment referred to in Article 24 identifies a resource adequacy concern, the Secretary of State shall identify any regulatory distortions or market failures that caused or contributed to the emergence of the concern.\n3. ...
