  "text": "1. The Secretary of State may prescribe by regulations one or more public authorities as market surveillance authorities for the purposes of this Regulation.\n2. Regulations made under this Article are to be made by statutory instrument.\n3. Regulations made under this Article may—\na) make different provision for different purposes or areas;\nb) include supplementary, incidental or consequential provision;\nc) make transitional, transitory or saving provision.",
