# Commission Implementing Regulation (EU) 2020/1197 of 30 July 2020 laying down technical specifications and arrangements pursuant to Regulation (EU) 2019/2152 of the European Parliament and of the Council on European business statistics repealing 10 legal acts in the field of business statistics (Text with EEA relevance), Division 2: The value of the goods for extra-Union exports or imports shall be:

Extent: E+W+S+N.I.

(a) in the event of a sale or purchase, the price actually paid or payable for the imported or exported goods, excluding arbitrary or fictitious values;
(b) in other cases, the price which would have been paid in the event of sale or purchase.
The customs value shall be used if determined according to the Union Customs Code for goods released for free circulation including end-use.
