  "text": "Commission Implementing Regulation (EU) 2020/130\nof 28 January 2020\non amending Council Regulation (EC) No 2368/2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds\nTHE EUROPEAN COMMISSION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Council Regulation (EC) No 2368/2002 of 20 December 2002 implementing the Kimberley Process certification scheme for international trade in rough diamonds, and in particular Article 20 thereof,\nWhereas:\n(1)\nAnnex II to Regulation (EC) No 2368/2002 lists the participants in the Kimberley Process certification scheme and their duly appointed competent authorities.\n(2)\nThe addresses of the competent authorities of several participants in the Kimberley Process require an update.\n(3)\nIn September 2019, Kimberley Process participants received a notification from the People’s Republic of China that Macao Special Administrative Region of the People’s Republic of China will formally implement the Kimberley Process certification scheme as of 1 October 2019.\n(4)\nAnnex II to Regulation (EC) No 2368/2002 should therefore be amended accordingly. In order for Macao Special Administrative Region of the People’s Republic of China to implement the Kimberley Process certification scheme in relation to the Union as soon as possible, this Regulation should enter into force as a matter of urgency on the day following that of its publication in the Official Journal of the European Union,\nHAS ADOPTED THIS REGULATION:",
