  "heading": "Emergency measures for resolving the specific problem of producer organisations in the affected regions",
  "text": "1. The Union financial assistance to mutual funds referred to in point (d) of Article 33(3) of Regulation (EU) No 1308/2013 shall also cover support for the starting capital of mutual funds. It shall be dedicated to the compensation of producer members for the income lost due to the damage caused to the fruit and vegetables production by the Asian brown marmorated stink bug (Halyomorpha halys) in the regions referred to in Article 1.\n2. The ceiling of 4,6 % of value of marketed production referred to in the second subparagraph of Article 34(2) of Regulation (EU) No 1308/2013 shall be increased by 0,4 % and the amount corresponding to the additional 0,4 % shall be used for crisis prevention and management measures aimed at addressing damage caused by the Asian brown marmorated stink bug (Halyomorpha halys) in the regions referred to in Article 1.\n3. At the request of producer organisations, the 50 % limit of Union financial assistance referred to in Article 34(1) of Regulation (EU) No 1308/2013 shall be increased to 60 % for measures targeting the Asian brown marmorated stink bug (Halyomorpha halys) in operational programmes of producer organisations operating in the regions referred to in Article 1.",
