  "heading": "Specific conditions for authorising the movement of feed materials of plant origin and straw from the surveillance zone",
  "text": "The competent authority may authorise movements of feed materials of plant origin or straw produced in the surveillance zone provided that the feed materials or the straw:\n(a) were produced in locations not keeping animals of listed species, other than feed processing establishments;\n(b) were produced in feed processing establishments not keeping animals of listed species and the raw plant material originates:\n(i) from locations referred to in paragraph (a); or\n(ii) from outside the surveillance zone;\n(c) are intended for use within the surveillance zone;\n(d) have undergone at least one of the risk-mitigating treatments set out in Annex VIII.",
