  "heading": "Obligations of operators of confined aquaculture establishments",
  "text": "Before approval is granted by the competent authority, operators of confined aquaculture establishments shall:\n(a) put in place arrangements to perform veterinary post-mortem examinations in appropriate facilities in the confined aquaculture establishment or in a laboratory;\n(b) secure by contract or by another legal instrument, the services of an establishment veterinarian who shall be responsible for:\n(i) the supervision of the activities of the confined aquaculture establishment and compliance with the requirements for approval laid down in Article 9;\n(ii) the review of the disease surveillance plan referred to in point 2(a) of Part 3 of Annex I at least annually.",
