  "text": "Consignments of eggs shall only be permitted to enter the Union if the eggs of the consignment originate from a third country or territory or zone thereof which applies a disease surveillance programme for highly pathogenic avian influenza that complies with the requirements established in either:\n(a) Annex II to this Regulation;\nor\n(b) the relevant Chapter of the Terrestrial Animal Health Code of the World Organisation for Animal Health (OIE).",
