  "text": "Consignments of dogs, cats and ferrets shall only be permitted to enter the Union if the animals of the consignment originate from a third country or territory or zone thereof where rules on the prevention and control of infection with rabies virus are in force and implemented effectively to minimise the risk of infection of dogs, cats and ferrets, including rules on imports of those species from other third countries or territories.",
