  "text": "Health And Safety\nMade 8th March 2016\nLaid before Parliament 10th March 2016\nComing into force 20th April 2016\nThe Secretary of State is a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the placing on the market, transfer and safety of explosives for civil use.\nThese Regulations make provision for a purpose mentioned in section 2(2) of the European Communities Act 1972 and it appears to the Secretary of State that it is expedient for certain references to provisions of EU instruments to be construed as a reference to those provisions as amended from time to time.\nThe Secretary of State makes these Regulations under section 2(2) of, and paragraph 1A of Schedule 2 to, the European Communities Act 1972.",
