  "text": "The enforcing authority for regulation 13(8) as it applies in respect of the manufacture and storage of any explosive and for regulations 6, 7, 23, 26, 27 and 30 as they apply in respect of the manufacture and storage of ammonium nitrate blasting intermediate is—\n(a) in relation to manufacture or storage on an authorised defence site or a new nuclear build site, the ONR;\n(b) otherwise, the Executive.",
