  "text": "Customs\nMade 31st July 2009\nLaid before Parliament 4th August 2009\nComing into force 27th August 2009\nThe Secretary of State is a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures relating to trade in dual-use items, including the transmission of software or technology in intangible form.\nIt appears to the Secretary of State that it is expedient for the references in this Order to Council Regulation (EC) No 428/2009, Article 4(8) of Council Regulation (EEC) No 2913/1992 and Article 4(19) of Council Regulation (EC) No 450/2008 to be construed as references to that instrument and those provisions as amended from time to time.\nThe Secretary of State, in exercise of the powers conferred by section 2(2) of the European Communities Act 1972, by paragraph 1A of Schedule 2 to that Act and by sections 1, 4 and 7 of the Export Control Act 2002, makes the following Order:",
