# The Export Control (Amendment) Regulations 2023, Introduction: Introductory text

The Secretary of State in exercise of the powers conferred by section 1 of the Export Control Act 2002 and Article 15(1) of Council Regulation (EC) No 428/2009 of 5 May 2009 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use items (Recast) makes these Regulations.
